The short answer

It's the Tolerable Upper Intake Level (UL) set by the U.S. National Academy of Medicine's Food and Nutrition Board, the body that sets nutrient safety limits used by the NIH's Office of Dietary Supplements.

Why vitamin D toxicity happens at all
Unlike vitamin C or the B vitamins, which are water-soluble and excreted in urine when in excess, vitamin D is fat-soluble. Your body stores it in fat tissue and the liver, which means it can accumulate over time if you consistently take more than your body can use or store safely.
The toxicity mechanism is indirect: excessive vitamin D causes elevated blood calcium (hypercalcemia) by significantly increasing calcium absorption from the gut. What happens if you actually take too much

According to the NIH, symptoms can include nausea, vomiting, muscle weakness, confusion, loss of appetite, excessive thirst, and kidney stones. In severe, prolonged cases, it can lead to kidney damage and calcification of soft tissue, including heart valves. These symptoms typically don't appear until blood 25-hydroxyvitamin D levels exceed 100–150 ng/mL, a level that's difficult to reach with typical supplementation doses. Does K2 reduce the risk?
Some research suggests adequate vitamin K2 may help protect against soft tissue calcification, one of the key risks associated with excessive vitamin D intake. None of this means 2,500 IU is dangerous for these groups automatically. It means the right move is a conversation with a healthcare provider who knows your full picture, not guesswork.
